Both frogs and toads develop from tadpoles, which live in the water full-time and swim around looking for food and avoiding predators. This is a very young tadpole; if it survives, it will grow significantly larger, gradually develop legs, and lose its tail. Those blobs above it are tiny snails, feeding on the algae. In the photo below you can see a group of tadpoles feasting on a drowned fledgling. Whether they are consuming the bird itself or the things decomposing the bird I cannot say.
